A Guide to School Social Work (NCSS) (2001) |
In 2001, the National Council of Social Service (NCSS) developed A Guide to School Social Work. The guide is a consolidation of information on various aspects of school social work and is meant to be used as resource material for Voluntary Welfare Organisations (VWOs) interested in starting school social work programmes and for existing providers of school social work.
The guide documents guidelines on goals and objectives, service delivery, fee-charging, types of activities, ethics, manpower provision, roles and responsibilities of school social workers. NCSS is currently revising this guide to update the resource materials for practitioners on the ground. |
After School (NCPC) (2003) |
The National Crime Prevention Council (NCPC) commissioned its first social drama, After School, to harness the power of cinema as a public education tool to reach out to young Singaporeans and their families. After School tells the tale of a young boy struggling to get his life together, but with tragic results. The film was first screened in 2003 as part of the Festive Season Crime Prevention Campaign during the year-end school holidays at the Singapore Polytechnic Convention Centre.
More than 22,000 people – which included youths from Family Service Centres and senior citizen groups – attended the screenings. The film aims to reach out to everyone, young and old, as the themes of family bonding and juvenile delinquency cut universally across all cultures. |
Children At Risk – A Handbook for Teachers (MCYS, MOE, NCSS) (2004, 2006) |
Produced by the Ministry of Community Development, Youth and Sports (MCYS), the Ministry of Education (MOE) and NCSS, this handbook provides information to help teachers manage students in need of support, such as making referrals to other agencies and tapping on community resources. |
Confessions (NCPC, SPF, SPS, NYC) (2006) |
CONFESSIONS is a film produced to discourage youths from committing crime. The film adopts a hard-hitting approach to highlight the harsh and gruelling existence in prison and post-prison life. The impact is communicated effectively through strong visuals and the experiences of real-life characters.
Using their accounts, the film portrays the harshness of prison life, the social cost to an individual when he/she is sentenced to prison, as well as the social stigma attached to the inmate after his/her release from prison. By portraying these consequences vividly, the film conveys the message that crime is not an option. |
Fighting Youth Crime: A Comparative Study of Two Little Dragons in Asia (2002, 2004) |
Fighting Youth Crime is a comparative study of delinquency in Singapore and Hong Kong as well as the measures devised by both countries to counter it. The book provides useful insights on the changing trends of delinquency and is aimed at spurring policy makers and youth developers in their understanding and tackling of the youth crime phenomenon.
The book was written by NYGR Member Dr Alfred Choi, Associate Professor, School of Communication and Information, Nanyang Technological University (NTU) and Dr T Wing Lo, Associate Professor of Social Work and Criminology, City University of Hong Kong.

The First Steps to a Mentor's L.E.G.A.C.Y, produced by the National Youth Council (NYC) in March 2004, is a training resource for youth developers to train and develop youths to become effective mentors.
The manual aims to provide a balance between theoretical grounding in mentoring and experiential learning to hone practical skills in mentoring.
Edited by Dr Gan Su-lin, NYC Council Member and Director, Centre for Cultural and Communication at the Republic Polytechnic, the manual embodies efforts by the NYGR to promote mentoring in Singapore. |

The resource kit was commissioned in conjunction with the NYGR Networking Seminar with Principals and Teachers to assist schools in understanding the various NYGR programmes.
The toolkit contains information on the various NYGR programmes and the contact details of the NYGR agencies. It is intended to help schools better understand the various trends and issues pertaining to delinquency. |
IMYC Resource Guide to Youth Work (NYC) (2003) |
The IMYC Resource Guide to Youth Work is a compilation of NYGR programmes and resources, as well as a detailed directory of youth services and agencies in Singapore.
Compiled and distributed by NYC in 2003, the resource guide aims to increase awareness of the issue of juvenile delinquency, highlight the programmes and resources available under NYGR and to provide relevant and useful information on helping youths.

The National Standards for the Probation of Offenders and Their Rehabilitation in the Community was first launched in 2000 to set a benchmark for high practice standards in each stage of the probation process, and outline the roles of various stakeholders in the rehabilitation of probationers. The revised version was issued in 2006. |
Probation Annual Reports (MCYS) |
The Probation Services Branch of MCYS publishes annual reports that outline the principles of and rehabilitation programmes for probationers in Singapore, review recent trends, and forecast challenges in the community-based rehabilitation of young offenders. |
Parenting Teenagers and Awareness of the Problem of Juvenile Delinquency (NYC) (1999)

| The Internet is a wonderful place to work, play and study. However, the Internet also has a dark side and can be misused, hence posing as a potential hazard to our children. NYC commissioned TOUCH Community Services Limited to develop this resource manual to enhance the role of parents in tackling youth Internet misuse.
The manual aims to promote an awareness of the Internet’s potential misuses to parents of teenagers by informing them of the various issues and problems associated with the Internet and who they can turn to for help. It also aims to equip parents with appropriate skills and knowledge to help guide their youths through cyberspace. |

In 2006, NYC and TOUCH Youth Services (TYS) jointly produced an Internet guide on working with youths titled "The Offline Guide for the Online Generation - A Cyber Wellness Resource".
An initiative of the NYGR, the guide aims to provide youth developers, educators and parents some handles on promoting cyber wellness values. It contains useful information and tips on cyber risks, outlines youth online trends, presents organisations that promote cyber wellness in Singapore, introduces existing cyber programmes and resources on the Internet, as well as tips on the inspiring use of the Internet.

The Right Side – Inter-Ministry Committee on Youth Crime: Commemorating a Decade of Partnership to Rebuild Young Lives (NYC) 2006 |
In 2006, NYC produced “The Right Side – Inter-Ministry Committee on Youth Crime: Commemorating a Decade of Partnership to Rebuild Young Lives", which is the first time a book has been published to document NYGR’s ten year history. The book showcases some 50 programmes in the areas of prevention, enforcement and rehabilitation that NYGR has undertaken to effectively address the youth crime issue over the past ten years.
The heart-felt personal accounts in the book, from both key stakeholders as well as youths who have benefitted from NYGR initiatives, are testimony to the effectiveness of NYGR collaborations with the community and various partners in developing youth and steering them away from crime.
